China: U.S.-China Biomass MOU
In December 2007, China’s National Development and Reform Comission (NDRC) signed a Memorandum of Understanding (MOU) with the US Deptartments of Energy and Agriculture to increase cooperation on biofuels. The two countries agreed to collaborate on developing the scientific, technical, and policy aspects of the development, production and use of biofuels. The plan is set to work to create a unified assessment standard, share strategic studies and technical information on promoting development, and include the exchange of scientific and technical information including conversion processes and cellulosic ethanol technology.

I would be more interested
I would be more interested in seeing biomass converted to Methanol as a step towards a Methanol Economy. For more on why Methanol is a superior solution to the storage, transportation and utilization of solar energy in biomass, as well as hydrogen energy, see the work of George Olah.
It is clear that the US decision to focus almost entirely on ethanol was not the result of a rigorous, peer reviewed, scientific process. It is past time to reassess our ethanol strategy.

The collaboration will bring three independently established programs together to help identify the most efficient and cost-effective methods for making liquid transportation fuels from plants.
